The News Line: Editorial Russia must recognise the Donetsk and Lugansk Peoples Republics! RUSSIAN President Vladimir Putin has signed a decree ‘On recognition in the Russian Federation of the documents and licence plates of vehicles issued to Ukraine’s citizens and persons without citizenship, who permanently reside in the areas of certain districts of Ukraine’s Donetsk and Lugansk regions.’


The Kremlin’s press service says that it was done ‘so as to protect rights and freedoms of a person and a citizen and in accordance with generally accepted principles and norms of international humanitarian law’.

In particular, the president emphasised in the decree that these measures are ‘provisional until a political solution is found to the situation in certain areas of the Donetsk and Lugansk regions of Ukraine on the basis of the Minsk agreements.’

‘The Russian Federation recognises the identity documents, education and/or qualification documents; certificates of birth, marriage (divorce), change of name, death; vehicle ownership certificates and licence plates of vehicles issued by relevant bodies (organisations), de facto operating in the given areas, to citizens of Ukraine and persons without citizenship permanently residing in those areas,’ the decree reads.

Ukrainian nationals and stateless persons who permanently live in the certain areas of Ukraine’s Donetsk and Lugansk regions will be able to enter Russia and leave it without applying for visas, just upon presenting IDs issued by relevant bodies de facto operating in the given areas.

The president instructed the cabinet to take the necessary steps for implementing the decree that comes into force since the date of signing. President Putin is obviously 100% correct to recognise the documents issued by the Peoples Republics of Lugansk and Donetsk that have been bravely fighting the attempts of the regime that emerged out of the Maidan coupists’ riots, to impose a right wing counter-revolutionary regime all over the Ukraine.

In fact, it was in helping to organise the coup that overthrew President Yanukovych, once it was clear he was not prepared to submit to Brussels, that the EU showed the essence of its imperialist nature as it began its drive eastwards hand in hand with the USA. The then US Assistant Secretary of State for Europe Victoria Nuland in a phone call to the US Ambassador to Ukraine, Geoffrey Pyatt, actually picked the future government.

She said: ‘I think Yatseniuk is the guy who’s got the economic experience, the governing experience. He’s the... what he needs is Klitsch and Tyahnybok on the outside. He needs to be talking to them four times a week, you know. I just think Klitsch going in... he’s going to be at that level working for Yatseniuk, it’s just not going to work.’

Pyatt observes later on in the conversation: ‘And I think we’ve got to do something to make it stick together because you can be pretty sure that if it does start to gain altitude, that the Russians will be working behind the scenes to try to torpedo it.’

Guy Verhofstadt (Open VLD, Belgium), Liberal and Democrat Group Leader in the European Parliament, joined US Senator John McCain in speaking directly to the storm troopers gathered in Maidan Square in Kiev about the sanctions the EU put in place once Yanukovych said ‘no’ to the EU.

Verhofstadt was the first of the EU leaders to address the right wing mobs in the Ukraine. He travelled to Kiev together with ALDE (Alliance of Liberals and Democrats for Europe) Group Vice-President, Marielle De Sarnez (Modem, France) and Hans van Baalen (VVD, Holland), President of Liberal International.

He said of his speech: ‘We were the first to inform the people there about the EU sanctions. The reaction from the crowds was overwhelming. I have the greatest respect for the courage of the Ukrainian people engaging in a long battle for their rights and in standing up for their values, European values,’ said Verhofstadt.

Currently the Kiev regime and its US-EU backers have broken all the ceasefires and their armed gangs are shelling and seeking to enter all of the areas that have defied the Kiev regime. President Putin should tell Kiev and its western backers that they must cease fighting and return to the ceasefire lines or Russia will recognise the Lugansk and Donetsk Peoples Republics, and withdraw recognition from the Kiev regime, which is acting as a provocateur for the Brussels and Washington regimes.
